Is $22,000 to replace a commercial water heater a fair price?

I received a quote for a commercial water heater replacement that needs to be done ASAP because the water heater has developed internal tank erosion and must be replaced immediately to prevent a major flood. This was not a forecasted replacement. The quoted price of $22,000 seems high to me, and I am trying to price check to make sure it's reasonable. I plan to reach out to alternative vendors for other estimates.
