Is $400 to replace a single shut off valve a fair price?

I was quoted $400 to replace a single shut off valve under the bathroom vanity, which I think is crazy high. I'm planning to do it myself as I'm reasonably handy, having worked on cars, repaired electronics, and done minor plumbing jobs like installing flexible faucet lines. I'm in Oklahoma City and the price was still a sticker shock. I'm wondering if I always need to replace the ferrule ring and if it comes off easily or requires a special tool. I've watched a video on it and might try it myself.
