Is $4,500 to install a custom safety pool cover a fair price?

I'm in Nebraska. We currently use a winter tarp with water tubes for the winter, which is a big PIA. I'm looking for a more convenient solution. I'm also wondering if they can put anchors into the retaining wall bricks instead of the gravel/landscaping area for better security.
