Is $16,000 to install an electric pool cover a fair price?

We are building a pool and have a toddler. I am a huge worrier and trying to figure out the best way to insure he doesn’t fall in. I’m not sure how I feel about the fence—are they strong? Would a deer break it easily? A safety fence would also block the view.
