Is $28,000 to install an above ground automatic pool cover a fair price?

I recently bought a new home with an in-ground pool and have never owned a pool before. My wife and I are looking to get an automatic pool cover. My pool is 20x40 feet, rectangular in shape, with one edge sticking out slightly in the shallow end. I was expecting quotes to be in the $18,000-$25,000 range, so I'm questioning if these quotes seem accurate.

This option includes an above ground automatic pool cover system. The motor and box for the cover will be located on the deep end side of the pool. The company states that this type of cover is not considered a "safety cover".
