Is $1,500 to repair pool skimmer a fair price?

My pool was put in 1998 and needed a sump due to high groundwater. This is the original liner. The skimmer weir door broke a few years back, and a replacement I bought never fit right. The original pool guy, who has since retired, said he would do a new skimmer when we replaced the liner, as it had a leak he repaired with epoxy. I love this pool and I am beyond nervous it is going to be a money pit. Last year, a small hole turned into a 5-inch gash under a clear patch I glued on, located on the stairs above the waterline. My husband thinks we should just use a bigger patch to get another year. The new pool guy said a new liner might last 10-15 years because they no longer use the nasty chemicals they used to, and I know he uses Loop Loc liners. My husband wants to let sleeping dogs lie regarding the skimmer, so I asked for opinions here.
