Is $9,598 to replace a Raypak 399K BTU propane pool heater a fair price?

I’ve been sitting on this quote since June because it just didn’t sit right with me. The pool company said the heater malfunctioned, but it seemed to be working fine to me. They did a small fix for $1400, and it worked fine all summer. Now they want to replace the heater when they open the pool in the spring. I believe the heater is about 10 years old, and we only bought the house last year. I think the quoted price seems ridiculous compared to online prices of about $4100 for the same heater. This is for a beach house with a caretaker who would mark up the whole quote 20% to coordinate, but I can unlock the gate for them. We already have gas and electric hookups since it's just a replacement. The equipment is in a relatively spacious pool shed about 15’ from the pool, with all existing hookups. My pool is about 16' x 40'. We keep the pool pretty cool because the costs are crazy. I wish we could go solar but can't due to land constraints, setback rules, and a historic overlay, and we can't run a natural gas line to the neighborhood. I'm going to stick with the existing heater and get a few more quotes when it does finally die.
