Is $3,000 to replace two existing VELUX skylights with new ones (company provided) a fair price?

My parents are getting their roof replaced through insurance. They have two flat, basic VELUX skylights, approximately 30-35 years old, that have never leaked but have clouded glass. Insurance allowed a little over $400 total to "remove and reinstall" the skylights. I live out of state and haven't been able to be present for the discussions with the roofing company, and I just want to try to make sure my parents aren't getting cheated. My parents are older. My mom found comparable replacement VELUX fixed skylights for about $300 each and wanted to purchase them herself and apply the $400 insurance allowance to the installation, but the roofing company indicated this would cost significantly more in labor.
