Is $12,100 to replace roof and full redeck after storm damage a fair price?

I had storm damage to one half of my roof, which insurance covered. I decided to get the other half replaced as well. My initial agreement was for $3900 plus tax for my half. The work was completed in one day, but then I received an invoice for $12,100, which was significantly higher than expected. The company claimed a full redeck was needed and provided a video. They said they tried to call me once, but I was asleep as I work nights, and they didn't leave a voicemail, text, or knock. If they had asked for approval, I would have done the redeck with my family. My insurance company advised me to contact consumer protection and will not cover the additional cost. I was told that extra work needed approval, even though the contract only states billing rates for such work. I do not have the amount they are requesting.
