Is $2,500 to repair a roof leak where the house met the garage a fair price?

My roof is approximately 10 years old. I was quoted $2,500 for a leak repair and I feel it sounds like a lot for two hours of work, especially since I provided the shingles. I'm waiting on a cost breakdown to understand the charges better. I had a misunderstanding and thought the $2,500 was a maximum cost if there was significant damage. I was also quoted $23,000 for a complete roof replacement from a different company. I live in what is considered a low cost of living area.
