Is $36,000 to install a new standing seam steel roof a fair price?

We finalized a contract for a new steel roof in September of last year and put about $18,000 down (half the total cost). The old roof wasn't in terrible shape, so we weren't too upset when the project start date kept getting delayed. We were cordial and easygoing with the company initially, only checking in monthly. After 6 months with no work, we became more insistent. A crew finally showed up in February and demo'd the old asphalt roof, covering the bare plywood with a sticky plastic wrapping. Since then, it's been delay after delay again. It has been very wet here in the PNW. We were told to expect materials in a week or two after demo, but they just arrived 9 weeks later. The roofer is promising a team next week, but we are in a stretch of sunny weather this week and expecting rain next week. We are increasingly frustrated at the delays and feel poorly used. The demo crew also damaged most of the gutters, bending and pulling them away from the roof edge in multiple places. Water has been running down our siding in places for two months now. We live in an expensive area and had 4 other comparable quotes in the ballpark. The company has a good reputation and has been around for a while. We are wondering if we should be mad or if this is normal, and if we should do anything about it or just hope it works out.
