Is $14,000 to replace the house roof with new tiles a fair price?

I have been told that my house roof is really bad and needs urgent replacing. The roof from the bathroom ceiling was leaking water during rainfall, which led to the initial assessment. We recently had the ridgelines fixed for £700. Another roofer has since advised that a full replacement is not needed for at least 12 months. I am not sure what is under the tiles and am currently confused about the urgency and the different options presented.
