Is $30,000 to replace the complete roof due to alleged rapid decay and poor airflow a fair price?

I live in a 4 year old Ryan Home. I was having some issues with a flashing over top of my porch and we have water coming in through the window. I put a tarp over it and the leak stopped immediately. I went up into my attic and there is no visible signs of mold or water damage.
