Is $2,500 to replace felt under one side of the house (bungalow) three tiles deep a fair price?

I have some leaking in one room, looks like when they built an extension on the back of the house bodged the join and didn't get the felt and the runoff right, so it's a big leak inside. Also, some ridge tiles have been put on badly. I really don't have 4 grand right now because of 'circumstances', but will borrow it if that's the going rate.
