Is $6,000 to repair damaged roof flashing a fair price?

Project Details

I experienced roof damage from hurricane Helene, which led to a ceiling leak and a growing stain. Initial inspections by roofers and plumbers were inconclusive, but a subsequent roofer visit identified the leak source as damaged flashing. My insurance, Travelers, is refusing to cover the repair. I am wondering if a temporary fix like spraying silicon would be viable.
