Is $1,200 to repair or replace a skylight a fair price?

I'm looking to replace a skylight on a double wide mobile home and got these very different estimates. I asked the second guy (the higher of the quotes) about replacing the skylight with just roofing and he said it'd be cheaper than replacing the skylight, then sent me this quote. I'm wondering why they are so different.
