Is $10,500 to replace flat roof/balcony with DecTec and reuse existing railings a fair price?

Project Details

I just bought this house, and this flat roof has been leaking for a while. I had budgeted up to $10,000 for this project, but finding a good roofer/contractor has been difficult. I've mainly been recommended TPO and EPDM options by most roofers. The balcony will be used mainly for holiday decorations and as a walk path in the morning with a cup of coffee. I know TPO is slippery when wet. I'm hesitant about fiberglass roofs because I have a fiberglass roof on another house in Philly, and many neighbors with the same roofer have experienced leaks. I agree that whatever material is used will need to go behind the siding and under the door. I really need sloping fixes to prevent standing water, otherwise, I would still have that issue.
