Is $99 to repair broken shingles and perform roof maintenance a fair price?

My original roof from 2007 needs replacement, but I can't afford the $13k out-of-pocket cost from a previous quote. I live in Houston, TX, and am concerned about high summer heat and hurricane winds. I currently have no known leaks. A professional offered a free inspection and then a repair service. I'm wary of scams, especially if the repair could intentionally worsen the roof, but I'm considering the latest offer for $99, though I'm willing to pay at least $150. I want help and don't want to be scammed.
