Is $700 to add ridge venting a fair price?

Project Details

I am currently getting a new roof through my insurance due to storm damage from last year. My house currently has gable vents and no soffits. I am considering adding ridge vents but am concerned about the lack of soffits. I am also considering upgrading the felt underlayment to synthetic.
