Is $297 to get a solar power purchase agreement (PPA) with battery backup a fair price?

I was initially impressed by the $0.15/kWh rate, but I'm concerned about the 3.5% annual escalator over 25 years and the undisclosed $74.99 monthly battery service charge. I definitely need battery backup due to rolling outages and downed lines in my area. My average bill with PGE is about $450 a month this year.
