Is $1,000 to replace a solar power optimizer (labor only) a fair price?

I have a SolarEdge inverter on my solar system, and one power optimizer needs to be changed. The inverter should still be under warranty, but I understand it doesn't cover labor costs. I have 38 solar panels. My original installer is unresponsive. I'm trying to figure out if the protection plan is the only way to get the system monitored/repaired and if it's worth it.
