Is $20,000 to install a transfer switch and Powerwall 3 battery backup a fair price?

I have a 9.6kw solar system in the San Francisco Bay area that has been operating for close to 9 years on NEM2.0. I don't even use all the power I generate annually. My grid power has become less reliable, with 4-5 outages this past winter, mostly short, but I'm concerned about longer outages during bad storms or earthquakes. Currently, I cannot access my PV power when the grid is out. I'm looking for an energy backup solution to power critical items like sump pumps, a fridge, freezer, water heater, and modem during outages. I'm struggling with the high cost of a full battery backup system for something I might only use a few hours a year. I'm also considering portable batteries, but they are inconvenient and cannot be recharged during an outage. Another idea is to install just a transfer switch to use my PV power during the day in an outage, which would be cheaper.
