Is $37,000 to install a solar panel system with battery backup a fair price?

Project Details

I'm in the Bay Area and trying to install solar before federal tax credits expire. I think this quote offers a good ROI with PGE rates, and I'm asking if it makes sense and if my calculations are correct, as I'm arriving at a 5-6 year payback. I'm also concerned about NEM 3.0 and if solar systems still make sense under it. I'm considering slightly more panels to offset less sun in winter, or if a complete lack of sun due to overcast conditions means no number of panels will help. Alternatively, I'm considering Powerwall 3 as the battery, though it's only slightly cheaper for less capacity.
