Is $9,042 to remove and reinstall a 21-panel rooftop solar system a fair price?

I have a 21-panel solar system on a normal-pitch asphalt shingle roof and am looking to replace our roof in the next 6 months or so. Our solar installer is quoting ~$9k for the removal and replacement of the system. Roofing quotes for mid-tier products are between $16-18k, so tacking on another $9K just for solar replacement is bonkers! They claim all the mounting hardware and connection cables are treated like consumables, so there's an $800 material cost on top of just labor. I'm hesitant to have any other company than the original installer do the work. I re-looked at my quote and it was actually $8200 before tax, so more like $390/panel. Sounds like that is still pretty high, even for this area. I thought we had another 7-8 years on the roof and didn't get a clear understanding of the R&R cost before we did the initial install. Hindsight being 20/20 and all ... I'm not sure I'm ready to go down that rabbit hole and may just stick with a R&R of the panels, looking for quotes from other vendors.
