Is $12,767 to install a 7.83 kW solar system a fair price?

I'm in the final stages of deciding between two solar quotes from larger companies for my home in Los Angeles (LADWP service area). I'm trying to make my choice ASAP to get the system running before the end of the year. My annual electricity usage is 10,400 kWh; I abuse AC at night but the house is largely uninhabited during the weekday. LADWP still offers 1:1 net metering with no TOU rates, and my goal is to cover my usage with some buffer for banking credits or potential expansion. I'm considering getting an EV in 2-3 years, but I'm not locked in yet, and I might work from home more often in the future, which could increase daytime draw. I don't plan on getting a battery as our grid is very reliable, and I already have a gas generator for emergencies. My goal is to reduce my electric bill to $0 by offsetting my usage with credits back to LADWP. The current pay-back period of these quotes is around 4-5 years, so I see it as a long-term ROI thing. My father has a Powerwall 2 that he wants to yank out of his system because it keeps giving him trouble and he's used it exactly once in the 8 years he's had it installed (same energy company). If I lived on a less reliable grid or were charged for time-of-use rates, I'd totally consider it, but it just doesn't seem worth doubling the cost of my system at this time. I already run my AC more than I should, so I think my 115% coverage is pretty safe. I'm trying not to overpay based on what could happen when I can just add a few more panels down the line if life changes course.
