Is $12,767 to install a 7.83 kW solar system a fair price?

I am deciding between two solar quotes for my home in Los Angeles and need to make a choice quickly to get the system running before the end of the year. My annual electricity usage is 10,400 kWh, and I use a lot of AC at night, though the house is mostly empty during weekdays. LADWP still offers 1:1 net metering with no TOU rates, and my goal is to cover my usage with some buffer for banking credits or potential expansion. I'm considering getting an EV in 2-3 years, but it's not a definite plan, and I might work from home more often in the future, which could increase daytime draw. I don't plan on getting a battery because the grid is reliable, and I have a gas generator for emergencies. I'm trying to avoid overpaying for a system based on what might happen in the future, as I can always add more panels later if my needs change. My primary goal is to reduce my electric bill to $0 by offsetting my usage with credits back to LADWP, and I see this as a long-term ROI with a payback period of around 4-5 years. My father's experience with a Powerwall 2, which has caused him trouble and been used only once in 8 years, also makes me hesitant about batteries, especially since it would significantly increase the system cost.
