Is $249 to install a solar power system (PPA) a fair price?

My current situation is in NorCal, and I'm paying PG&E a monthly average of $290. I'm on the E-ELEC rate, which is a TOU rate advised for EV or heat pump HVAC owners. I need a new roof, which I estimate will cost about $20,000. I don't want a loan, which is why a PPA deal seemed appealing. I don't have other structures to put panels on besides the house. My current off-peak rate is $0.33, part peak $0.35, and my peak is $0.37, and most big appliances run off-peak. I suspect the backup feature is something they can activate through hardware and/or software should I decide to go for it.
