Is $24,041 to install a solar panel and battery backup system a fair price?

I got a quote with breakdown from an installer I'm interested in going with but I'm not sure about the cost and a bit wary of inflated prices based on what I've read here of customers getting exorbitant/scammy quotes. For example, the IQ battery 10C runs about $7-8k so like half of the $15k appears to be just for labor. Does that seem right? The other thing is the installer said they can "probably" get the system installed before the end of year, but can't guarantee it'll be operational by then. They said that's up to the electric company. They also said anyone who says it just needs to be installed by the end of the year to quality for the Federal tax credit is lying and there's currently no clarity on that part. That said, it feels like a risk to move forward with this kind of uncertainty when we're talking about $10k I'll either recuperate or not. Maybe wait to see what happens after 2028?
