Is $1,500 to build an 8x16 pressure treated deck a fair price?

Project Details

I found a local retired guy who builds decks and does other woodworking jobs as a way to keep busy. His prices are ridiculously cheap, basically just to cover the costs. I would have to come pick up the deck, pour footers, and attach it to the house, which is fine by me. I'm wondering what I should be looking for when I go to view some of his work. None of the example pictures I’ve seen have shown the underside of the decks, and I’m also not sure if he is cheaping out any other way by not including joist tape or anything like that. The price is less than half of any other quote I've seen. I'm completely fine with paying for the cost (and more) of the deck, and I don't think he would cheap out on it; I just want to make sure it's being built right. I'm a complete novice when it comes to decks and I wanted to know what to look for when we go and see these in person. I'm also considering tipping him if he does a good job.
