Is $2,300 to install a walkable pvc membrane (duradek/dec-tec) a fair price?

I'm dealing with a leaking second-floor balcony on a house in rainy PNW. It’s a tiny space (about 50-60 sq ft) situated directly above a living area. The water is currently getting behind the ledger and down into the wall cavity. My carpenters currently have the siding removed, so the wall cavity is open and ready for proper deck-to-wall flashing.
