Is $20,000 to rewire an ungrounded 1,600 sqft home and upgrade to a 200 amp panel (lower estimate) a fair price?

I've got an older home that is currently empty. The inspection report says all the outlets are ungrounded. I'm considering whether to rewire the whole house or just replace outlets with GFCI to keep costs down. I'm also planning to update the kitchen and want to upgrade to a 200 amp panel to allow for an EV charger.
