Is $3,500 to upgrade to a gateway a fair price?

My installer is arguing that due to the distance between the gas line and the Main Service Panel (MSP), they need to "upgrade" to a gateway, which will be an added $3,500 to my original quote. My understanding is that if there isn't a change to the amperage, PGE doesn't consider adding a backup switch as an upgrade that is subject to the 3ft rule (1.16.2 in PGE greenbook). I want to know if this is an accurate assumption and if I can push back on the installer. I also need to know how the 3ft rule is measured, from what point to what point. I'm trying to figure out if the installer is trying to get more money out of me or if this is a legitimate issue. I'm also wondering what a fair price to install a gateway would be.
