Is $21,454 to replace a boiler and hot water tank a fair price?

I’m a single mom living in Montana and need a new boiler. Sometimes people take advantage of a woman’s lack of knowledge around these things. I’m just hoping to see if this is a fair quote. I’m replacing a 15-year-old Baxi combi boiler and a 50-gallon hot water tank. My house has 5 bedrooms and 3 bathrooms, and it's set up for hydronic baseboard heat from the boiler plus normal hot water from the boiler. I have to replace the hot water heater too due to it leaking.
