Is $5,900 to zone a split level home a fair price?

I have been struggling with keeping the upstairs cool in the summer. My 4-ton single-phase AC system was installed 7-8 years ago (when I bought the flipped house in 2018). I have an Ecobee thermostat with an additional sensor upstairs. When it's 90°+, the main floor is 69-70 while the upstairs reads 78-80, and the AC runs continuously. One HVAC company recommended zoning, but another company advised against zoning a single-phase system, stating it would overwork the compressor and likely not work well. I also have original single-pane wood windows and am wondering if new windows and additional insulation would make a difference.
