Is $1,000 to replace control board on furnace a fair price?

My vintage '97 York 2 ton 80% furnace does not turn off. A service tech came and told me the control board needed to be replaced. He gave me a quote to replace it but strongly suggested getting a new unit. He suggested a Goodman with R32 refrigerant instead of 454b, and I've never heard of R32 and am asking for thoughts.
