Is $39,000 to install 3" closed cell foam with moisture barrier for roof line a fair price?

I am having trouble deciding between two contractors. Both have good reviews. I'm seeking advice on whether to choose closed cell foam with a moisture barrier or an alternative. My upstairs gets very dry in the winter, around 15% humidity, and my high-efficiency furnace is located in an unenclosed attic.
