Is $15,000 to replace attic insulation and air seal attic and basement (Option A) a fair price?

I'm in a 100-year old house with a 500 sq ft attic. I'm looking to replace old batts in the attic and air seal there and in the basement. I also want to add insulation to the joists in the basement. I received two quotes with a significant price difference and am seeking advice. I'm also wondering about the best type of fiberglass insulation for the attic (blow-in vs batts) and appreciate recommendations for the basement.
