Is $3,595 to install R-49 cellulose insulation in the attic a fair price?

I found out my house last had insulation done in the 70s and only has about 3-5 inches. I'm wanting to take advantage of the 30% tax credit before it expires. I'm getting quotes, and this is one of them. This company will also install two bathroom ceiling lights/fans, and they are coming in lower than other quotes overall, but high for the insulation. My house is a ~1,500 square foot ranch style in Northeast Ohio. The old insulation won't be removed because they said it would cost more than it's worth to remove it due to how little there is. I'm unsure if keeping the old insulation and just blowing over it is a good thing or not.
