Is $4,400 to remove existing insulation and install R-38 cellulose insulation in the attic a fair price?

I'm new to insulation and recently had a contractor look at my attic, which currently has fiberglass batts on the sides and 3-4 inches of insulation under the nailed-down attic floor. I was quoted $4,400 for insulation removal and R-38 cellulose, but I'm considering DIY to save costs. I'm aiming for an R-value of R-49 and am wondering if I can install insulation on top of the attic floor instead of pulling up the boards. The attic is clean with wires, batts, an attic fan, and gable vents. I don't plan to use it for storage but want to keep some boards for maintenance access. I'm looking for advice on the best way to achieve R-49, potentially with a vapor barrier or by pulling up floorboards and air sealing, as I want to do it right without excessive cost, especially since my A/C unit might need replacement soon. I appreciate the advice and will take the time to do it right.
