Is $12,000 to reface and repaint kitchen cabinets with new doors a fair price?

I believe my kitchen cabinets were redone with particle board by the previous owners over 8 years ago. I had tenants that caused significant wear and tear to the cabinets a couple years ago, and I am currently renting out the unit again. 12K seems like a lot for refacing and repainting, and I don’t know what other option I have since I feel like the current cabinets are not salvageable. At that price point, I also don’t know if it’s worth just redoing everything. The actual boxes don’t look too bad, but there are definitely some spots that are worn down or could just be paint chipping. I was thinking of sanding first and then trying to paint, hoping it will look better than its current state.
