Is $10,000 to remove asbestos popcorn ceilings in three rooms a fair price?

I recently bought a home in Sacramento and discovered three rooms have popcorn ceilings with 5% asbestos. I also found non-friable asbestos mastic glue in the laundry room. I am concerned about my kids' safety and the aesthetic of the popcorn ceilings, but I cannot afford professional removal.
