Is $15,000 to repaint a historic stucco home a fair price?

Project Details

I live in a 1918 craftsman stucco home that needs repainting. The previous owner, a DIYer, painted it about 6 years ago, and we're now seeing significant flaking, peeling, and puckering, which was worsened by a hail storm last spring. Insurance will cover the hail-damaged facades, so I'm considering doing the whole house. I'm struggling to find painters with expertise in stucco, especially previously painted stucco that was done improperly. I'm concerned that simply pressure washing and applying new paint will lead to the same issues in 5 years. A home lead test indicates the underlying white paint contains lead. Although my state and community have no regulations on lead cleanup or treatment, I have small children and animals and want to ensure their safety and that of my neighbors.
