Is $1,000 to spray paint an open basement ceiling black a fair price?

I have 7-foot ceilings in my basement and don't want to close them up or lose precious inches with a drop ceiling. I'm looking for product and process recommendations for achieving a uniform open basement ceiling. I'm concerned about the prep work, as the quote I received seems low, and I'm not convinced they will do much meaningful prep. I need tips on good quality, low VOC ceiling paint for a sprayer, and whether metal vent pipes, PVC pipes, and electrical wires need to be sanded or prepped. I'm also considering temporarily wrapping electrical wires in aluminum foil to protect them from paint, then using a black fabric wrap for aesthetics, and I'm wondering if obscuring the color of PEX pipes and electrical wiring could be a code violation. I'm also curious if a black ceiling attracts a lot of dust or if it's just more visible.
