Is $38,000 to apply elastomeric paint to house exterior a fair price?

My dad recently accepted a high-pressure sales tactic, where he was told to 'sign today and its 55k, sign now and its 38k'. He fell for the claims, and they used a demo to show how waterproof the paint is. The problem is, our weep screed is rusting out, and they sold this as a fix for that, claiming they would just paint over it and the problem would be solved. I want to inquire if anyone has used these paints or anything like it, such as Rhino Shield, and how elastomeric paint does with failing weep screed. We have until Monday to cancel, and I told him that at a minimum the weep screed needs to be fixed or it will rot and mold the house, but he insists on getting the better price for it. My understanding, especially based on the demonstration he saw, is that it will retain water inside the stucco and cause the exterior of the house to fail and potentially the wood to rot if there's any kind of moisture issue already present that hasn't been addressed.
