Is $850 to replace two check valves a fair price?

I have a tankless Ranai water heater with a recirculating loop for a heating system. We're experiencing trouble getting water flow through the heating system. The plumbing company believes it's related to a malfunctioning check valve. I was quoted $850 to replace two check valves, which seemed extremely expensive to me, especially since I couldn't find a single check valve for more than $50. I'm questioning if the check valves are truly the issue or if it's more likely the pump. The current pump is a Taco 007, but I've read it might need a 009 for higher head pressure with a tankless system. The pump was just replaced, but it made no difference.
