Is $4,000 to relocate a gas meter a fair price?

I recently bought a house in El Paso, TX, built in 1945. It still has alleyway access through the back, where all the utilities run. My gas meter is placed around 15 feet inside my property, but I've noticed all other homes in the area have their meters right on the property limits in the alleyway. I called the gas company, and they quoted me around $4,000 to move it. I'm trying to understand my options, as I believe they should be responsible for moving the meter, and I would cover the cost of reconnecting my property for the extra 15 feet. However, they are claiming everything is my responsibility.
