Is $700 to hire a private utility locator a fair price?

I'm getting ready for a pool install and have already put in an 811 request. However, I've heard that 811 only marks utility lines up to the meter. My yard has some older infrastructure like septic lines and sprinklers that wouldn't be marked by 811. I'm trying to determine if paying for a private locator is worth it to avoid hitting something underground, especially since I'm on a city lot with limited space and not much room for error.
