Is $3,600 to replace 2 inground pool return lines a fair price?

I have an inground pool (painted concrete) that needs its 2 return lines replaced. I'm having a hard time getting other companies to provide quotes or even respond to requests, so I only have one quote. I don't want to dig the lines myself.
