Is $1,050 to perform partial spa leak detection inspection a fair price?

My in-ground spa leaks 8 cubic feet of water per day when the filter pump is running, and 0.5 cubic feet per day when it's not. The filter pump circulates water through the filter and under-garden pipes to a heat exchanger in the basement. I called American Leak Detection because their website said they do both detection and repair, but they told me they only do detection. They quoted a "partial inspection" covering skimmer and return piping for $1050. I have concerns because my bucket test suggests the leak is unrelated to the skimmer, and I'm unsure why they are only looking at return piping and not suction piping. Their contract and email also had conflicting information about whether the spa needed to be full or drained. I'm also wondering if they guarantee the accuracy of their detection. A technician later reassured me they would be useful and suggested the leak is likely past the pump since the pump isn't losing its prime. I plan to test if the water level stops dropping to see if that indicates the leak location.
