Is $40,000 to redo the entire roof a fair price?

Project Details

I am still at the buying stage for this property. An initial survey outlined a few problems with the roof of this grade II listed building. I provided the survey to the roofer and was looking for individual guidance on the urgency and cost of each issue, expecting a detailed report on urgency and risk (e.g., can wait 2-5 years, should be dealt with within first 2 years). Instead, I received one quote of £40k to redo the whole thing. I feel they are dodging questions on details and suspect they ignored the survey and quoted for a full redo regardless. Even then, the price seems very expensive. When I asked about urgency, I was only warned not to do any internal decoration or renovation until the roof job is done upon moving in.

Complete tear off and reroof

This quote is for a complete tear off and reroof of the 1700 sq ft roof, addressing multiple issues found with the current installation. Problems identified: - Multiple soft spots in sub roof. - New roofing consists of two kinds of material, not properly sealed. - There are currently 4 layers of roofing, which is against code and a structural risk.
